It is under the jurisdiction of Cangzhou City. Huanghua was named after Chinese revolutionary Huang Hua of the same name after the foundation of the People's Republic of China. Previously it was known as Xinqing County. It has a total area of , with a coastline of . The total administrative population is 419,700 in the entire county, with 120,000 people living in the urban area of . Huanghua has a seaport, Huanghua Port.
