The Indian Government had decided to devolve powers down to the state and local governments post the 73rd and 74th Amendments,〔(【引用サイトリンク】url=http://forbesindia.com/article/my-learnings/ipe-global-looks-to-reduce-bottlenecks-in-policy-implementation/35751/1 )〕 thereby, generating a demand for advisory services. It was in these times that some alumni of the London School of Economics (LSE) conceived a firm to provide expertise for development reforms and this lead to the establishment of IPE Global in 1998.
