JobBridge : ウィキペディア英語版
JobBridge
JobBridge is a national internship scheme formulated by the Irish government in 2011. It aims to match employers with trainees who want to acquire new skills, and incentivizes trainees by adding €50 per week to their unemployment benefits.〔(【引用サイトリンク】 title=USI Welcomes 5,000 New Places on 'Job Bridge' Initiative )〕 Its stated aim is to "assist in breaking the cycle where jobseekers are unable to get a job without experience, either as new entrants to the labour market after education or training or as unemployed workers wishing to learn new skills."〔(【引用サイトリンク】 title=Job Bridge National Internship Scheme )〕 To prevent abuse, employers cannot have laid anyone off within three months prior to signing up for the scheme and trainees must have been on the live register for three months or more.

, 1,285 internships had been listed on the scheme's website with a further 500 being vetted for listing, 473 interns had been selected and 292 had started their programs. On August 9, 2011 the National Economic and Social Council called for the scheme to be expanded beyond the initial 5000 internships originally planned in order to make a bigger difference to unemployment.
==Criticism==

JobBridge has been criticised by number of disability rights organisation, including the Association for Higher Education Access and Disability (Ahead) and The Irish Wheelchair Association, because the scheme excludes people with disabilities who are in receipt of Disability Allowance.
〔http://www.independent.ie/irish-news/kenny-denies-forced-labour-claims-are-behind-drop-in-unemployed-30066252.html〕 Sinn Féin leader Gerry Adams accused the government of massaging unemployment figures through "forced labour" schemes like JobBridge and Gateways.
Joan Burton, Minister for Social Protection, declared the scheme a success and said that a further 1,000 internships would be provided for. She claimed on 9 May 2012 that 38% of those who had completed JobBridge, or 797 people, were now in full-time employment. At first sight, that looks like a qualified success, but it depends on who is counting, and how. When the figure is delved into, it becomes clear that JobBridge has been a massive failure in terms of actually leading to proper jobs for the unemployed.
The government's Indecon report showed that 59% of people do not complete their internships. The government euphemistically refer to them as internships that ‘were ended before their scheduled timeframe', or as 'early-completers'. The government claim that nearly 60% of internships result in employment. This is just more spin, only 19.5% progressed immediately to get a job with their 'host company', the rest is made up of people who gain employment afterwards which does not have any direct link to JobBridge. Also, only 45% of these are in full-time paid employment.
Another illustrative figure is the 29% of employers who say they were highly or fairly likely to take on a paid employee in the absence of the JobBridge scheme. This means that the scheme is creating a process where workers go through what is in effect a 9 month long interview process. A shocking finding of the study is the 3% of employers who admit to displacing existing jobs – that’s over 200 companies who admitted it, there are many more who didn’t, yet the government have only barred 35 companies from the scheme〔http://www.scambridge.ie/about〕
“JobBridge is not just an attack on those seeking work but also part of a much broader attempt to reduce the pay and conditions of workers in all sectors of the economy,” commented CWU Youth Committee Chair, Derek Keenan.“The scheme has depressed real job creation by allowing employers to avail of a free labour pool of unemployed workers desperate to get a foothold within the labour market. This abuse must cease; everyone deserves to be paid for their labour and we are calling on the government to phase out the scheme,” he added.〔http://www.galwayindependent.com/20140202/news/youth-groups-call-for-end-jobbridge-scheme-S31372.html〕
Joe O’Connor, USI President, said that while the USI believed there was a need for quality internships and real upskilling opportunities for young people in Ireland, it was now clear that JobBridge was now “broken beyond repair”.“Any internship scheme should be properly monitored and regulated, and should not displace fully paid labour. Clearly, JobBridge is failing in that respect, and we believe it should be brought to an end.”〔
Socialist Party MEP Paul Murphy said “the taxpayer is subsidising free labour for big companies as well as the exploitation of the interns themselves”. He criticised car repair firm Advance Pitstop for seeking to hire 28 interns through the scheme, which he claimed would save it €377,000 compared to the cost of hiring full-time staff.〔http://www.irishtimes.com/news/social-affairs/abuse-of-jobbridge-by-firms-minimal-1.1666126〕
FIANNA FÁIL calls for the abolition of JobBridge to end the “exploitation of young Irish people by the programme”.〔http://www.thejournal.ie/fianna-fail-ard-fheis-2014-motions-1370205-Mar2014/〕
Republic of Telly pull no punches in their latest satirical sketch, which takes off the Oscar-award winning film '12 Years A Slave'. The sketch compares the government scheme to slavery, making several salient points, such as "why don't they just create real jobs" and "I thought the whole point of an internship was that you had a job at the end?〔http://www.independent.ie/lifestyle/ThreeTrending/video/oscarwinning-film-trailer-spoof-12-years-of-jobbridge-30145042.html〕
