Administratively, it is a county-level city under the direct administration of the regional government, though it is geographically located in the Ili Kazakh Autonomous Prefecture. On March 18th 2015, the city was created as the eighth city of the Xinjiang Production and Construction Corps. It is classified as an urban center and the newest city in China. The city covers a land area of 980 square km and has a population of around 80,000.〔(【引用サイトリンク】title=China's Xinjiang establishes eighth "corps city" )〕 The city is home to the country's largest lavender planting base. The opening of the city has been part of an effoct by the XPCC to promote Han Chinese migration to the Xinjiang region. These cities have largely excluded the Uyghur population.
