The city was founded on July 1, 1954. As of June 1, 2011, the city has an estimated population of 36,890, with 12,016 households and a population density of 42.29 persons per km². The total area is 872.30 km². The town is encircled by a ring of mountains and the only way in or out is via tunnels or mountain roads.
