The program was developed and administered by IFAD and funded by the IADB. The program operated from 1986 to 1993 and cost about $25 million. The general idea of the program was to foster research and extension linkages between Guatemalan research institutes and rural farmers that could benefit from improved seed varieties (higher yielding varieties).
