Proto-canton

A Proto-canton is a formative stage in the administrative creation of a canton that has a defined territory but lacks other elements for its inclusion as a unit in the state administration. It is regarded by the central government as a zone without boundaries but its inhabitants are actively participating in the organization of the new political entity. Because, when recognized, it will lean heavily on the allocation of deputies, all political parties have a vested interest in the outcome, thus delaying the process.
