Sazakan

In Turkic mythology, Sazakan is a dragon, hawk, falcon, or fiery dwarf who turns himself into a whirlwind. It causes storms.
He is a spirit associated with bringing rain and hail. His influence on these precipitations can be positive, resulting with the amount of rain beneficial for agriculture, or negative, with a drought, downpours, or hail.
Sazakans are the creatures, who have power over wind, which they delight in causing storms of high winds. In this case was called ''"Sazakan is playing"''... They live around hills, mountains, and high mounds.
In Turkic mythology Sazakan is believed to be dragon-like spirits who live in the wilderness and sometimes in the clouds. In Nogai folklore, Sazakan is described as being noisy spirits, and is the patron of the clouds.
