is a city located in Ibaraki Prefecture, Japan. The city was founded on June 1, 1954.
As of March 1, 2012, the estimated population was 55,015, with 14,928 households and a population density of 550.15 persons per km². The total area is 80.88 km².
On January 1, 2006, the village of Chiyokawa (from Yūki District) was merged into Shimotsuma.
The Joso Line railway has a station in Shimotsuma which opened on November 1, 1913.〔(【引用サイトリンク】work=Kanto Railway-Stations )
The city is the setting of Takemoto Novala's novel Shimotsuma Monogatari (also known as Kamikaze Girls), and the manga and film of that name. The movie was filmed on location in Shimotsuma.
The city is also home to the famed Tsukuba Circuit.
